Législative partielle 2013 : quand ? comment ? où ?

Le Conseil Constitutionnel a annulé les opérations électorales françaises qui se sont déroulées les 3 et 17 juin 2012 dans la première circonscription électorale (Amérique du Nord) des Français établis hors de France pour l'élection d'un député à l'Assemblée Nationale. Cette décision, qui porte le numéro 2012-4551 AN du 15 février, est consultable sur le site internet du Conseil Constitutionnel.

Un décret de convocation des électeurs à une élection partielle a été publié au Journal Officiel le 13 avril 2013 (décret n°2013-307 du 12 avril 2013).

Quelles nouveautés par rapport à 2012 ?

Les scrutins se tiennent en 2013 dans les mêmes conditions que pour l'élection législative de 2012, deux samedis, et avec les mêmes modalités de vote.

Quelques changements sont intervenus :
L'adresse du bureau de vote de Norfolk a changé, le local utilisé en 2012 n'étant plus disponible cette année ;
Une partie des électeurs seront convoqués dans un bureau différent de celui de 2012, afin d'essayer de réduire la distance parcourue pour voter. (quelques zones dans chaque état)

Quelle est la circonscription électorale ? Les dates de la campagne ?

Les électeurs de la circonscription consulaire de Washington sont inclus dans la 1ere circonscription des députés de l'étranger, qui comprend le Canada et les États-Unis.

La campagne électorale est ouverte :

pour le 2e tour du 26 mai au 7 juin minuit

Pour tous les électeurs français, établis dans les états de Washington DC, Maryland, Pennsylvanie, Delaware, Virginie et Virginie Occidentale, le calendrier électoral de 2013 est le suivant :

Qui peut voter ?

Tous les électeurs et électrices français, établis dans les états de Washington DC, Maryland, Pennsylvanie, Delaware, Virginie et Virginie Occidentale et inscrits sur la liste électorale consulaire de Washington (les inscriptions sur la liste électorale sont closes depuis le 31/12/2012)

La liste électorale est actualisée tous les ans en fin d'année pour l'année suivante. Si vous n'avez pas renouvelé votre inscription au registre des Français établis hors de France (durée de validité : 5 ans) malgré les relances du consulat ou si vous avez déménagé sans en informer le consulat : vous pouvez avoir été radié de la liste électorale. Vous pouvez vérifier votre situation électorale auprès du consulat.

Comment ?

A l'urne, auprès du bureau de vote qui vous aura été désigné en fonction de votre adresse déclarée au 31 décembre 2012.

Pour voter en personne, vous n'avez besoin que d'une pièce d'identité française (incluant votre carte consulaire) ou de l'Union Européenne, comportant votre identité complète et une photo. Il vous faut présenter un document d'identité original (pas de copies, scan, email, fax, smartphone…)

Les électrices sont convoquées dans les bureaux de vote à leur nom de jeune fille sur la liste électorale, mais peuvent présenter un document d'identité à leur nom d'usage ou d'épouse.

Attention : Aucun document étranger, comme par exemple un passeport américain, un drivers licence, une green card ou une state ID ne sera autorisé.)

Par ailleurs, à l'étranger, la carte d'électeur n'existe pas. Vous n'en recevrez donc pas.

Par procuration, en ayant donné au préalable mandat à une autre une personne elle-même inscrite sur la liste électorale consulaire de Washington.

Attention : la personne à qui vous donnez mandat doit voter dans le bureau de vote qui vous a été assigné. Il peut donc s'agir, en fonction du lieu de résidence, d'un bureau de vote différent du vôtre.

- D'un identifiant, reçu par courrier postal (cet identifiant est secret et unique. il n'est pas connu du consulat et ne peut pas être ré-édité. Il peut être doublé d'un envoi par SMS si vous avez communiqué un numéro de téléphone portable)

- Seules les personnes ayant fourni une adresse email avant la date limite recevront un identifiant et un mot de passe.

Les votes par correspondance et par internet sont spécifiques à l'élection des députés à l'étranger.

Non, comme toute élection 1 électeur = 1 vote (en dehors des cas de procuration) Ainsi :

Si vous votez par internet, vous ne pourrez pas voter par correspondance ou à l'urne.
Si vous votez par correspondance, vous ne pourrez pas voter à l'urne.

Si vous choisissez de voter en personne, des bureaux de vote sont ouverts :

Important : en choisissant de voter à l'urne, les électeurs sont tenus de se présenter auprès du bureau de vote auquel ils sont convoqués.

Tenant compte de l'expérience des scrutins de 2012, votre consulat a entrepris un minutieux travail de vérification de la localisation de tous les électeurs, sur la base de l'adresse qui lui était communiquée. Ainsi pour un certain nombre d'électeurs, votre bureau de vote en 2013 peut être différent de celui de 2012 : pensez à vérifier votre bureau de vote d'après votre code postal de résidence sur la page d'accueil de ce site internet.

Quels horaires ?

Tous les bureaux de vote seront ouverts de 8h00 à 18h00.

Parking :

Site de Washington Ambassade : aucun stationnement dans l'enceinte pour des raisons de sécurité.
Site de Rollingwood : parking sur place, limité en capacité. Un autre parking plus important est situé à 5 minutes à pied. Par respect pour les résidents voisins de l'école, merci de ne pas vous garer en dehors des zones autorisées dans les rues avoisinantes et de privilégier les deux parkings à proximité.
Le bureau de vote de Norfolk est désormais situé avant le pont-tunnel, à Suffolk, VA.
Les bureaux de vote ferment leurs portes strictement à l'heure prévue : prenez vos précautions.

2. Short stay visa (Schengen visa)

1. Main features

A Schengen visa (or short stay visa) is valid within the whole Schengen space. Please click here to find out what are the Schengen states.

This visa allows you to visit these 26 countries. It is issued for a maximum of 90 days per semester.

2. Where to apply for your Schengen visa?

In order to know where you have to apply, please read carefully the following information.

a) You have to apply with a French Consulate, if :

You wish to go only to France ;
You wish to travel to several Schengen States, but France is the country where you are going to spend most of the time of your trip ;
You wish to travel to several Schengen States, with no main destination (the duration of your stay is strictly equal in each country), but France is your first point of entry.

NOTE : If you do not need a visa for the Schengen country of your main destination or first point of entry, please note that you may require a visa for other Schengen countries you wish to visit. You should then apply with the Embassy or Consulate of the country which does require a visa.

The visa is issued only by a Consulate of France if Monaco is the main destination.

b) You can apply with the French Consulate in Washington, DC only if you reside in one of the following states :

Delaware, District of Columbia, Maryland, Virginia, Pennsylvania, West Virginia.

3. Do I need a Schengen visa to enter the French territory?

4. Processing time

Processing time depends on your citizenship. All applicants are strongly advised to apply between one to three months before their departure. Extra care for appointments should be taken in the summer and winter months, as the planning may show up several weeks waiting time before finding a slot available. Even if the visa may be issued on the same day, your departure should never be planned before 3 full weeks after the day you will come at the visa section for your appointment. If you plan to leave earlier than 3 weeks after the day you have an appointment, you may need to reschedule your whole trip, if requested to come back to complete your supporting documentation.

Moreover, some nationals need a longer processing time:

5 days if you are a citizen of Tunisia, Morocco, Niger or Sri Lanka;

15 to 20 days (2 to 3 weeks) if you are a citizen of one of the following countries:

5. Requirements

You have to apply with all the required documents and a copy of each of them. The visa section DOES NOT make copies.

Note that the personal appearance is required, you cannot send your application by mail or carrier.

Your personal situation should qualify you for the visa each time you apply for it. As personal situation may vary from an individual to another, and from time to time for the same individual, as well as the regulation for the visas, your visa may be different each time (or not granted). Previous grants of visas do no automatically qualify you for a renewal of the same or longer visa. A visa is never renewed or extended, each application is a new application. Your personal situation will be studied by the immigration officer each time you apply and the consular administration will determine if you qualify for a visa.

Please prepare carefully your visa application & supporting documentation. Any missing information may lead to a visa application declined, delayed or denied. Any missing or incomplete documentation will require you to make a new appointment and come another time at the visa section (and therefore expose you to reschedule your trip).

Passport valid for at least three months beyond the applicant's last day of stay in the Schengen states. Please make sure that your passport meets the necessary requirements.

Copy of ALL identification pages of your passport : identification, picture, signature page, date of expiration date or extensions, endorsement and amendment pages.

1 short stay application forms completely and clearly filled out. Please print in black ink. Indicate also your phone numbers and e-mail.

1 passport size photograph (more information about the photograph). All photos must be recent, identical, passport size - 1,4" x 1,7" (3,5cm x 4,5cm) and showing face front the forehead hairline and ears on a white background, the face must take up 70-80% of the photograph.

proof of your address in Delaware, District of Columbia, Maryland, Virginia, Pennsylvania, West Virginia: copy of your driver's license or state ID or original and copy of a utility bill no old than 3 months OR lease agreement OR deed of house/apartment (For bills, are accepted ONLY : water, electricity, resident phone, cable or rent slip. Other bills, for example cellphone, or insurance bills will be declined), showing the name and proving the address of the applicant. Any other situation is subject to review by the immigration officer of the visa section and may not make you illegible for a visa application until met.

For non American citizens, a proof of resident status in the USA (green card, valid US visa and copy of valid I-20 or valid I-AP66, visas…). The visa AND the US resident status must be still valid at least 3 months after the last day of stay in the Schengen area (+ one copy of the visa, green card or relevant document). US pre-approval notices for US visas will be declined (only valid US visas affixed in your passport are accepted). Applications for a visa from holders of B1/B2 visas in the United States are not accepted. (they can only apply for an airport transit if needed, which will only allow these applicants in the international zone of the airport, no entry in the Schengen area)

If needed, the visa issued by the country of prior entry to the Schengen state of final destination, and/or after the trip in the Schengen area. (+ one copy).

A letter presenting your trip, summarizing all the information about it on a separate written or printed sheet (days of travel with transportation information, destinations, addresses of stay) that will be checked with the supporting documentation and bookings of your trip (+one copy)

Trip reservation with detailed itinerary. you must book your airline or train ticket but do NOT purchase it until the visa has been issued (+ 1 copy).

A letter from your insurance company : stating that you will be covered outside the United States, for a coverage of at least $ 40.000, valid in Europe for medical emergencies, urgent care and repatriation expenses (+ 1 copy) (more information). Make sure that your insurance coverage letter will meet ALL the requirements and all information clearly shown (statements with "depending on the terms of the contract" or "generally, under the policies" for example are not sufficient). Insurance card by themselves are not sufficient. Full policies will not be studied. If you don't succeed to get the required coverage letter from your insurance company, you may buy a specific insurance for the trip. Several insurance companies provide necessary health insurances for Schengen states.

Proof of employment : letter from the company stating continuing employment after the period of leave and your last 3 payslip (+ one copy of each document). For unemployed spouses : marriage certificate + husband or wife's ID + proof of employment of husband or wife, same as previously required (+ one copy of each document). For self employed : previous year Tax Return (+copy) + owned company detailed bank statements for the last 3 months. (+copies)

Depending on the purpose of the trip one of the 3 documents listed below :

For tourism : Hotel reservation, proof of registration with an organized tour, etc.(+ 1 copy) for the duration of your stay within the Schengen area. It should always mentions the address of the hotel, name of the guest, days of stay and cover your full trip in Europe. If staying in several locations, provide a hotel booking for each.
For business meetings: official business invitation letter from a company in France that should include : purpose of the stay, duration, location of the company and, if applicable, details about the hotel booking if the company in France took care of this for you (+ 1 copy). If the company in France did not prepared the booking of a hotel for your professional stay, you will be requested to provide a hotel booking under your name with address and days of stays, covering your whole trip in Europe.
For private visit (family or friends) : Proof of accommodation (+ 1 copy). attestation of accommodation Your host in France must obtain a certified document at the City Hall of the town he is living on a permanent basis in France, by showing a proof of identity and 2 proofs of lodging (rental contract, and phone bill or power bill…). This document should also be presented as an original and a copy. Simple written letters of invitations from hosts in France will be declined.

Fundings for the trip and personal finances : 3 last months bank statements, (+ 1 copy). Bank statements must be detailed and show the name of owner(s). An electronic print out update of each bank account, from the last statement up to the day of your appointment at the visa section, is also required. 100 dollars per day of stay are suggested. Bank accounts are subject to a detailed review. Any incoming or outgoing transaction may be subject to inquiries and information. Corporate bank account or companies financial guarantee for tourism or private visits will not be accepted.

For a minor :

If traveling alone, a notarized parental authorization signed by both parents or guardian.
If the minor travels with 1 parent, a notarized parental authorization signed by the 2nd parent is required (+ 1 copy).
And for all minors traveling, copy of birth certificate + if not in French or English, certified translation (certification usually made at the embassy or consulate in the US) + copy of both parents passports.

Processing fees : payment by credit card ONLY.

REMARKS: Consular officers are Immigration officers and have full authority to appreciate and request more documents than those submitted by the applicant. Note that the visa does not in itself grant you the right to enter a French territory. It is necessary that you carry all the original documents presented to obtain the visa with you at all times. Border authorities may request that you show them upon entry to France.

Do I need a Schengen/Long Stay visa?

A: France's territory in Europe is part of the Schengen Area. The Schengen Area also comprises the territory of other European Union and associated states: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland.

A short stay is a stay in the Schengen Area lasting less than 90 days or a succession of stays totalling less than 90 days in any period of 6 months.

For short stays, European regulations specify the list of countries whose nationals are exempt from visa requirement to enter the Schengen Area.

Exempt from visa requirement for France's territory in Europe are:

Citizens of the EU, the EEA and Switzerland, nationals of the following countries:

Australia – Brazil – Japan – Mexico – Singapore - South Korea - United States - Venezuela – bearers of passports of the Hong Kong special administrative region (People's Republic of China) and the Macau special administrative region (People's Republic of China). If you are gainfully employed, the exemption only applies if you can produce a work permit

holders of a valid residence permit for France ; holders of a residence permit issued by a state applying the Schengen Agreements ; holders of certain travel documents issued by an EU Member State ; holders of a British National (Overseas) passport.

If your nationality is exempted from a Short Stay (Schengen) visa, and you stay past the 90 days over a 6 months period allowed, you become an illegal alien.

Only nationals of the following countries are exempt from entry and long-stay visa requirements:

Member States of the European Union and the European Economic Area (EEA), Andorra, Monaco and Switzerland.

The Long Stay visa is mandatory for all other foreigners intending to stay in France for more than 90 days over a 6 months period. It can not be issued in France; you need to have it in your passport prior to departure from the United States.

How can I choose an appropriate visa for my situation?

A: The Visa Section can not give you advice on how to set up your file, or what type of visa you should apply for, unless you formally lodge an application and pay the relevant administrative fees.

The applicant is responsible for determining the appropriate visa type and prepare all required documents prior to booking an appointment at the Consulate.

Is there an expedited process?

A: No. A visa application can not be expedited. Make sure you apply well in advance of your departure according to your nationality and type of visa you are applying for.

When should I apply for the visa?

A:Visa applications will be accepted up to 90 days before the intended departure date. It is strongly recommended that you apply for your visa at least 2 weeks before departure for nationalities/visas that do not requirement a processing time. For nationalities that do require a processing time, make sure you apply at least 3 weeks before your intended departure date.

How can I find out the progress/status of my application?

A:Request for progress on your application only slows down the processing of applications. After you have submitted your application, the consular authority processes it and will take a decision regarding your file. The consular authority provides an answer as soon as possible, depending on the elements to study in your file. There is no point in contacting the consular authority again during this processing period. However, if you have received no response within 2 months, you may consider that your visa application has been refused (implicit refusal).

Can the visa officer request additional non-listed documents from me?

A: The Visa Section reserves the right to ask you to submit any additional documents they judge necessary in order to process your application. In that case, you do not need to submit a new application or pay a further application fee.

What must be the validity of my passport?

A: Your passport must be valid for at least 90 days after your date of return from the Schengen zone and, in case you do need a visa, it must have at least 2 blank “visa” pages. In addition, the date of first issuance of your passport needs to be less than 10 years ago. No visa may be issued on “amendments” pages.

What are the requirements for my passport?

A:Your passport needs to be valid at least 90 days beyond the applicant's last day in the Schengen states. Please make sure that:

• Your passport has a minimum of 2 blank “visa” pages • Your passport is in good condition • Your passport allows proper identification of the bearer without any doubt • Your passport has been issued less than 10 years ago

The visa section has full authority to decline a passport that wouldn't meet the requirements and request a renewed one before you can apply for a visa at the French Consulate.

How can I collect my passport?

A: If your visa is not issued on the day of your appointment, while you wait, you may either:

• wait for our letter in the mail notifying you of our decision on your file; if the visa is granted, you will have to return in person to the Visa Section with your passport to get your visa fixed in it • provide us with an express mail prepaid envelop and leave your passport with us so we may mail it back with the visa affixed in it, should the visa be granted. If the visa is refused, your passport will be returned as well, but with no visa in it.

When do I need an Attestation d'Accueil (Lodging Certificate)?

A: You need an Attestation d'Accueil if you plan to lodge at a family member or friend's home in France.

Where can I get an Attestation d'Accueil?

A: This certificate must be obtained by the person you are visiting at the City Hall of their home city in France. Be advised that you must provide the original certificate as it needs to be officially stamped and may requested at the border by French custom authorities.

What type of medical insurance is required?

A: The visa section requires you to provide a letter from your insurance company stating that:

• you will be covered outside the United States, worldwide, or in the Schengen space • you are covered of at least $ 40,000 or 30,000 euros • you coverage is valid for any medical care (not only urgent and emergency care) and repatriation expenses

Can the Embassy provide a list of travel insurances to choose from?

A: No. The Embassy does not endorse any specific medical insurance. You may find several travel insurance providers by doing a simple internet search.

May I send my application by mail?

A: No. Personal appearance is mandatory.

Can someone else apply for me?

A: No. Travel agents, lawyers, family members, friends or other individuals are not allowed to represent the applicant.

Where do I apply for my visa?

How long is the visa valid for?

A: The validity of your visa will be determined based on the documents you present in your application file. The decision will be made by the head of the Visa Section. Applicants should provide a complete set of required documents for their file. No visa will be issued if the file is incomplete, no exceptions.

May I request a multiple entry visa?

A: You may request a multiple entry visa in box 24 of the Schengen Application form. However, ultimately, the decision to grant you a multiple entry visa will be based on the information you provided in your application file.

What is the express mail return envelop used for?

A: For nationalities and types of visa that require a processing time, you have the option to leave with us an express mail prepaid envelop, with your passport, so we may send your passport back in it, with the visa affixed in it, if the visa has been granted.

I plan to visit multiple Schengen countries, where should I apply for my visa?

A: The Consulate of the main Schengen country of destination is responsible for issuing the uniform Schengen visa. If main destination cannot be determined, responsibility for issuing the visa lies with the Schengen state of first entry. Please apply at the Consulate of the country where you stay the most nights.

Le 29ème Prix du Jeune écrivain de langue française 2013 est organisé sous le haut patronage de M. Addou Diouf, secrétaire général de la Francophonie, des ministères français des Affaires étrangères et de la Francophonie, de la Culture et de la Communication, de l'Education nationale.

CONDITIONS D'INSCRIPTION Les candidats devront être nés entre le 1er janvier 1986 et le 31 décembre 1997. Les anciens lauréats, à l'exception des premiers prix, peuvent être à nouveau candidats s'ils remplissent les conditions d'âge. Chaque candidat peut adresser au maximum deux textes. Les textes proposés n'auront antérieurement fait l'objet d'aucune publication assortie d'un contrat d'édition. Ils n'auront pas non plus été primés antérieurement par un autre jury.

PRESENTATION DES TEXTES Chaque texte comportera 5 pages au minimum, 20 pages au maximum. Il sera composé en Times New Roman, corps 12, interligne double (soit 1500 caractères environ par page, espaces non compris). Les pages seront numérotées. Un titre est indispensable. Pour en respecter l'anonymat, le texte ne doit porter ni nom, ni signature.

5. Visas for scientists, university professors and researchers holders of a "convention d'accueil"

IMPORTANT: without a convention d'accueil, the researcher has to apply for a work permit (refer in this case to "work visa").

1 - Do I need a visa?

Yes, except if you are a citizen of Switzerland, Andorra, Vatican, San Marino, Monaco or of the European Union.

For stays of 90 days or below, US citizen holders of a "convention d'accueil" do not need any visa (but they need to present a validated convention d'accueil when they cross the border) : this situation is now included in the visa waiver program.

The applicant has to apply for the visa and should obtain it in his/her country of residence before arriving in France.

2 - Long stay visas and residence permit

Holders of a long stay visa as scientists, researchers or university teachers are now allowed to reside in France for up to 12 months according to the validity of their visa. They will no longer be required to obtain a residence permit ("carte de séjour") from the French local authorities ("préfectures") as long as their visa is valid.

However they will have to register to the French office of Immigration and Integration (OFII)

Family members will be issued a visa only valid to allow entry into the French territory (3 months validity). They will need, in addition to the visa, to apply for a residence permit ("carte de séjour") within two months of entry into France.

3 - How to make an appointment

3. Airport transit visa

1- What is an airport transit visa ?

An airport transit visa is a visa that allows you to transit through the international zone of a French airport with no access to the Schengen space, before flying back to your final destination.

But :

traveling from the USA to any Schengen country via a FRENCH airport is not considered as an airport transit neither is traveling from the USA to any country via 2 Schengen state airports. All flights between 2 or more Schengen states are considered to be "domestic" flights. Depending on your nationality, you might need a short stay visa.

2- Do I need an airport transit visa ?

If you hold one of the following documents, you DO NOT NEED an airport transit visa, whatever your nationality:

diplomatic passport,
service passport,
green card,
re-entry permit (which is a specific kind of travel document ; the advance Parole is NOT a re-entry permit),

1- Visa de court séjour/Schengen pour une visite en France.

Si vous souhaitez vous rendre en France dans le cadre d'une courte visite (visa Schengen), il vous appartient de produire les justificatifs suivants :

IMPORTANT : tout requérant doit se présenter avec les originaux et une copie de chacune des pièces justificatives. Ce consulat ne fait pas de photocopie.

La comparution personnelle est obligatoire, les demandes faites par courrier ne seront pas acceptées.

Une preuve de résidence dans la circonscription de Washington (DC, Delaware, Maryland, Pennsylvania, Virginia, West Virginia) prenant la forme soit d'un permis de conduire délivré par l'un des Etats mentionnés ci-dessus OU d'un bail locatif OU d'une facture d'eau, électricité ou gaz OU d'un titre de propriété.

2 formulaires (1 pour les ressortissants américains) de demande de visa de court séjour entièrement et lisiblement renseigné(s). Veuillez écrire en noir. Indiquez vos numéros de téléphone et adresse e-mail.

2 photographies (plus d'informations sur la photographie) (1 photo seulement pour les ressortissants américains). Elle doit être récente, de taille 1,4" x 1,7" (3,5cm x 4,5cm), prise de face avec oreilles et racine des cheveux dégagées sur un fond blanc. Le visage doit représenter 70 à 80% de la photo.

Une preuve du statut de résident aux États-Unis d'Amérique : (carte verte, visa américain valide accompagné de la copie du I-94, et du I-20 valide ou de l' I-AP66 valide ….) pour les ressortissants non-américains. Les demandes de visa émanant des titulaires de visas B1/B2 font l'objet d'une procédure plus complexe et plus longue.

- pour un conjoint de ressortissant FRANCAIS :

le livret de famille OU une copie intégrale de l'acte de mariage fancais (si le mariage a eu lieu en France) OU la transcription officielle française de l'acte de mariage à effectuer auprès du consulat avant la demande de visa (quand ce dernier a eu lieu à l'étranger). L'acte de mariage ou la transcription doivent dater de moins de 3 mois.

attention : la procédure de transcription pour les mariages à l'étranger est obligatoire et prend plusieurs semaines. Elle doit être déposée auprès du consulat français le plus proche du lieu du mariage)

une preuve de nationalité française du conjoint français : carte nationale d'identité ou certificat de nationalité française ou passeport biometrique a l'exclusion de tout autre document. (original + copie) (Les anciennes versions du passeport français ne sont pas acceptables)

- pour un conjoint de ressortissant COMMUNAUTAIRE = UE : une copie de l'acte de mariage traduit en français, ainsi qu'une preuve de nationalité du conjoint communautaire.

2- Visa Long Séjour valant Titre de Séjour : Conjoint étranger de ressortissant français ou communautaire.

le conjoint étranger d'un ressortissant français ou communautaire (à l'exception des conjoints qui ont la qualité de ressortissants de l'Union Européenne, de l'Espace Economique Européen, de la Suisse, de Monaco, de Saint-Martin et de l'Algérie) doit être en possession d'un visa de long séjour valant titre de séjour pour résider en France plus de 3 mois.

Ce visa rassemble en une seule démarche auprès du consulat la précédente procédure qui consistait à demander un visa long séjour puis demander une carte de séjour auprès de la préfecture. Après son obtention, le porteur de ce visa n'aura qu'à s'enregistrer auprès de la direction territoriale de l'OFII du lieu de résidence, dans les 3 mois suivant son arrivée.

La carte de séjour sera désormais à solliciter auprès de la préfecture à l'issue de la première année de résidence en France.

Ce visa nécessite 10 à 15 jours ouvrés (soit 2 à 3 semaines) pour pouvoir être délivré, en fonction de la nationalité du titulaire. (Le délai minimum de 2 semaines s'applique à toutes les nationalités) Nous vous recommandons de présenter une demande pour ce type de visa au moins 3 à 4 semaines avant votre date de départ souhaitée.

Si vous souhaitez vous établir en France, il vous appartient de produire les justificatifs suivants :

A l'arrivée en France il doit être rempli dans sa partie inférieure et renvoyé à la direction de l'OFII la plus proche du lieu du domicile (voir liste jointe au formulaire OFII). Cette procédure est obligatoire a l'arrivée en France.

une preuve du statut de résident aux États-Unis d'Amérique (carte verte, visa américain valide accompagné de la copie du I-94, du I-20 valide ou de l'I-AP66 valide ….) pour les ressortissants non-américains. Les demandes de visa émanant des titulaires de visas B1/B2 font l'objet d'une procédure plus complexe et plus longue.

- pour un conjoint de ressortissant FRANCAIS :

le livret de famille (original + copie)

une copie intégrale de l'acte de mariage fancais (si le mariage a eu lieu en France) ou la transcription officielle française de l'acte de mariage à effectuer auprès du consulat avant la demande de visa (quand ce dernier a eu lieu à l'étranger). L'acte de mariage ou la transcription doivent dater de moins de 2 mois.

attention : la procédure de transcription pour les mariages a l'étranger est obligatoire et prend plusieurs semaines. Elle doit être déposée auprès du consulat français le plus proche du lieu du mariage)

une preuve de nationalité française du conjoint français : carte nationale d'identité ou certificat de nationalité française ou passeport biométrique a l'exclusion de tout autre document. (original + copie) (Les anciennes versions du passeport français ne sont pas acceptables)

- pour le conjoint d'un ressortissant COMMUNAUTAIRE=UE : - une copie de l'acte de mariage traduit en français, - preuve de la nationalité du conjoint communautaire.

une enveloppe express prépayée et pré remplie à vos nom et adresse pour le renvoi du passeport avec le visa, s'il est accordé, à l'issue de la procédure. Le passeport du demandeur est conservé le temps de traiter la demande de visa. (nous vous recommandons cette méthode)

Vous avez néanmoins, si vous en avez besoin, la possibilité de conserver ce passeport le temps de traiter la demande de visa. Vous devrez alors revenir en personne à la section des visas avec votre passeport une seconde fois pour avoir votre visa délivré sur celui-ci.

Yes except if you are a citizen of Switzerland, Andorra, Vatican, San Marino, Monaco or of the European Economic Area.

American citizens who intend to study in France for less than 90 days do not need a visa. Holders of Permit to re-enter or Refugee Travel Document do need a visa.

4. Processing time

Processing time depends on your citizenship. It takes 2 to 3 weeks to receive the approval for your visa. If you are a passport holder of one of the following countries, the process can take up to 2 months :

Reminder : the financial guarantee requirement : please keep in mind that the letter/statement from your financial sponsor (parents or other) needs to be NOTARIZED. The minimum amount needed per month is $820 (not $800 or less). We also ask for a RECENT bank statement from the person supporting/sponsoring you (the bank statement itself does not need to be notarized). The notarized statement is needed, even if your name appears on a joint account that you own with your sponsor.

6. Important information

The Consulate has the right to request more documents than the ones submitted by the applicant. Please be aware that submitting the required documents does not guarantee the issuance of the visa.
